JAKARTA – Head of the Electricity Development Center for Human Resources, New Energy, Renewable Energy and Energy Conservation (ESDM MEMR) Ministry of Energy and Mineral Resources (ESDM) Wawan Supriatna said that competent human resource (HR) needs in the electricity subsector continue to increase along with industrial development in the sector. Therefore, human resources that have competency and flight hours are needed in the field of electricity safety.
“Indeed, the competency test of technical personnel in the utilization of electric power to meet the needs of technical personnel in the electricity sector is a mandate of law number 30 of 2009 concerning electricity,” said Wawan on the sidelines of the signing of the Cooperation Agreement between the Ministry of Energy and Mineral Resources and the Provincial ESDM Service West Java and the Southeast Asian International Copper Association (ICASEA) related to the competency certification of technical personnel in Jakarta.
Wawan submitted a law on electricity, article 44 paragraph 6 states that every technical personnel in the electricity business must have a competency certificate. Based on the Minister of Energy and Mineral Resources Regulation Number 38 of 2018 concerning Procedures for Electricity Accreditation and Certification, electricity engineering personnel working in the electricity business must have competency certificates provided by competency certification institutions.
“Certification really proves a person’s ability in accordance with what is required,” said Wawan.
Head of the West Java Provincial Energy and Mineral Resources Agency, Bambang Tirtoyuliono, revealed that this certification activity was one of the serious concerns of the West Java Provincial Government to answer the lack of certified technical personnel in the electricity sector. According to him, the problem faced today is the lack of availability of certified technical personnel in the electricity sector. This results in a hazard risk due to the failure to fulfill electricity safety in developing electricity infrastructure.
“With the certification of technical personnel, it is certain that all of us who use electricity, who use electricity in West Java, are truly in a safe position,” Bambang said.
For this reason, Bambang continued, it is necessary for human resources who are able to work professionally and competently under a dynamic electricity climate and regulation.
For information, together with the signing ceremony of this cooperation agreement, a competency test was also conducted for 50 participants in the competency test of Engineering Personnel in the Field of Electricity Utilization Installation, facilitated by ICASEA.
